I agree with maximo. It's likely your friend was just talking about a frame with a larger headtube normally using a 1 1/8" fork with reducer headset and installing a lower cup compatible with a 1 1/2" steerer. Not possible on a standard 1 1/8" headtube since the entire tapered section of the fork would have to sit below the headtube. .
